The RSVP made it look like it was 4 different times, one at 10, 11, 12... so on. Or is is it just one fair lasting from 10 am to 2?

There are RSVP times, just because they didn't want everyone to show up at once. It is a way to spread out the crowd a little bit. I heard they had 120 spots reserved already and they just started advertising it. No matter what time you RSVP you will have an opportunity to see everything. If you are able to make it, you would probably stay between 1-2 hours.
